Introduction
The Ministry of Environment and Tourism (MET), in partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Access and Benefit Sharing ABS Capacity Development Initiative, is currently implementing the BioInnovation in Africa project with a dedicated country component in Namibia. The project aims at realising the economic potential of selected biodiversity-based value chains fostering and establishing new African-European business partnerships.

Specification
Responsibilities include:
• supporting the improvement of (sub-)national frameworks for Access and Benefit Sharing (ABS) aiming at conservation and sustainable use of biodiversity
• supporting the development of mechanisms for using the benefit-sharing scheme for biodiversity conservation measures
• planning and implementing activities at national level related to the development of actor specific ABS manuals, the organization of contract trainings, the development and implementation of guidelines and manuals
• bringing together key public, civil society and development actors, and assisting the project in knowledge management
• together with the other national advisor, supporting the preparation of annual operational country-specific activity plans in consultation with key stakeholders
• assure Monitoring and Evaluation (M&E) of the implementation of the country package according to GIZ standards, and support and follow up on administrative, financial and contractual processes and ensure adequate standards

Tasks:
• contributes to preparing and implementing the coordination process and project activities
• deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s area of activity
• provides technical advice to the government, civil society, research and private sector partners;
• develops mechanisms for using the benefit-sharing scheme for biodiversity conservation measures
• advise partner institutions on how to create an enabling institutional environment to integrate manuals, tools and other requirements for ABS and BioTrade
• provide advise on the establishment of an ABS Office (as per ABS Act), and support the Interim Bioprospecting Committee (IBPC)
• assure Monitoring and Evaluation (M&E); ensures knowledge transfer, develops ready-to-use strategies and technical concepts, and draws up reports and presentation documents
• supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with the “providers” of biological resources
• assists and guides short-term experts, as well as assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises
• handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting), and handles and steers / negotiates contractual processes, procurement and other admin./finance procedures and requirements
Requirements
• Masters/MSc in the area of environmental and/or policy sciences, environmental economy, geography, biology or similar
• at least 5 years’ professional experience in a comparable position
• at least 3 years’ professional experience in the setup and operationalisation of environmental guidelines and standards, preferably with respect to the national ABS framework
• proven track record of at least 5 years in organizing capacity development measures and knowledge exchange; experience in multi-stakeholder processes
• Thorough knowledge of the Namibian context, policies and legal conditions / provisions re. environment, biodiversity management
• Very good working knowledge of ICT and computer applications
• Fluent written/oral knowledge of English (a working knowledge of German is an advantage)
• Working knowledge and experience with Government agencies and within the field of international cooperation are an asset
• Willingness to upskill as required by the tasks to be performed
